In 2018, the residents of Spartanburg City Council District 4 bestowed their trust in me to serve as their representative. It is a responsibility I take very seriously to be a good steward of that trust.

We have accomplished a lot in a short time, but there is much more work to be done!

That is why I am running for re-election on November 4.

Meet Jamie

Fulmer, a Spartanburg native, has built a lifetime of service and leadership across Spartanburg and South Carolina. First elected to City Council in 2018, he also serves on the Executive Committee of the South Carolina State Fair and has guided some of the community’s most important institutions. He has chaired the Arts Partnership of Greater Spartanburg (Chapman Cultural Center), led the Spartanburg Little Theatre, and served on the boards of the Spartanburg Regional Foundation, Spartanburg Methodist College, Wofford’s Terrier Club, Converse College’s Board of Visitors, and the Spartanburg Area Chamber of Commerce (OneSpartanburg, Inc.).

He has also been a commissioner on the City’s Planning Commission, a director of the Piedmont Interstate Fair Association, and a member of the Spartanburg County Foundation’s Investment Advisory Committee.

A graduate of Leadership Spartanburg, Fulmer is also a Liberty Fellow and part of the Aspen Global Leaders Network—credentials that reflect his commitment to servant leadership and a broader vision for South Carolina’s future.

Beyond community service, Fulmer has had an extensive business career. Most recently, he was a partner at Loop Recruiting, a firm that helps companies nationwide connect with top talent across industries.

A proud graduate of Wofford College with a degree in government, Fulmer and his wife Katherine are raising their three boys—James, Ben, and MacLean—in Spartanburg.

Key Accomplishments

Investments in our downtown, our neighborhoods, and our people — are proving what Spartanburg can be: a city on the rise, a city of opportunity, and a city where everyone belongs.

Transforming Downtown

  • Project Core & New Ballpark: A $425 million investment bringing Fifth-Third Park, the Hub City Spartanburgers, plus new apartments, a hotel, office space, restaurants, and retail. More than a ballpark — it’s a catalyst for jobs, tourism, and year-round downtown energy.
  • Other Downtown Development Wins: From the Fitzgerald and Boxcar projects, to the joint City–County Government Complex now underway, to new housing and retail across downtown — these projects are reshaping the heart of Spartanburg.

Stronger Neighborhoods

  • Affordable Housing & Neighborhoods: With $3.7 million in ARPA funds leveraged into $55 million in new investment, Spartanburg is expanding affordable housing, stabilizing neighborhoods, and creating opportunity for families.
  • Hello Family: This nationally recognized program delivers early childhood support and resources, helping our youngest residents thrive and families succeed.

Safety & Quality of Life

  • Public Safety: ARPA funds are strengthening police and fire protection while also improving parks and recreation — ensuring growth is matched by safety and livability.
  • Trails & Connectivity: The Daniel Morgan Trail System expansion and the award-winning Hub City Hopper protected bike lane are making Spartanburg one of the Southeast’s most walkable, bike-friendly cities.
